昭和22年，经历了一年半牢狱之灾的末广胜治（高倉健 饰）重获自由，却因惩治恶人而酿成故意伤害罪，重返网走监狱。山崎（田中邦衛 饰）等当年的狱友见到胜治喜出望外，再次尊其为大哥。是时，犯人中熊泽（山本麟一 饰）势力强大，他与高野（今井健二 饰）等恶德狱警沆瀣一气，相互勾结，垄断监狱的物资，更有一众打手为其卖命。年轻的囚徒木村（初井言栄 饰）在胜治的帮助下决定重新做人，却因偶然听到熊泽与高野的阴谋而惨遭杀害。事后，监狱方裁定木村死于事故，这引起犯人们的愤怒，一场大暴乱无法避免……
