天海市110指挥大厅里，刑侦支队长丁海正在指挥对一系列抢劫案嫌疑人的蹲守与抓捕，然而蹲守警力和包围圈，却被以火哥为首的几名犯罪分子轻易地识破和瓦解。不久后，几人再一次作案得手，大肆挑衅警方之后扬长而去。
